Does Google penalize a website for getting new and relevant content too quickly?

new relevant content is almost always a good thing. It might take a while for the new content to be recognized but the rest of the site shouldn't suffer for it. Dips in google rankings happen alot based on them just tweaking there algorithm every now and then.
