Every Child Matters Doent?
This doent came from Britain- notice the uk in the URL, and the title page of the doent. They are saying that there are 11 million children in Britain alone. The rest of the doent talks about steps the government (this was under Tony Blair) was taking to ensure that all children were healthy, safe, enjoying and achieving, making a positive contribution, and had economic well-being (p. 19) The children who were "vulnerable or in need" were those who were lacking the economic support to have good food and good schooling, or who were in some kind of danger, perhaps of commiting crimes, becoming pregnant and various other things that are mentioned in the report. If you read the whole report, it's quite interesting. The British government takes more responsibility for the welfare of children than the U.S. government does.
